Senate Minority Leader Mitch McConnell, R-Ky., thinks the international markets will reduce the price of oil if the United States shows it is doing something on its own to address supplies.
To that end, McConnell has proposed legislation that would allow, with states' approvals, the exploration of the Outer Continental Shelf. It also would allow the development of oil shale in Western states and an increase in research on batteries for electric vehicles. And it would provide more transparency in oil futures markets.
McConnell has 43 Republicans as co-sponsors of the bill.
He said he is proposing a three-pronged approach to address gas prices: conservation, technological innovation and expanded exploration for domestic sources of energy.
